Objectives

  • State the socio-economic consequences of different constellations of promotion schemes and ownership conditions.
  • Analyze the current national regulatory frameworks and policy conditions.
  • Perform energy system analyses of fuel cell based micro combined heat and power systems as a function of the chosen operational strategies including the economic and environmental consequences.
  • Outline stakeholder interests as well as potential impacts and consequences.
  • Disseminate the results of the project to relevant stakeholders.
 

Workpackages


WP 1: Survey of promotion schemes and ownership arrangements
Duration: Month 1-3
WP-leader: Risø DTU will conduct a review on state of the art, supported by partners.
Description: A survey different deployment models will provide information on the state of the art in order to identify which questions should be addressed in the subsequent stakeholder interviews.
   
   
WP 2: Stakeholder analysis
Duration: Month 4-6
WP-leader: EDF will conduct the survey in all three countries with support from the project partners.
Description: Interviews and/or a questionnaires will be carried out to reveal major stakeholder interests, forming part of the background for analyses in WP4 and WP5. The output is a description of needs of different stakeholders, their potential contribution to and benefits from the activity.
   
   
WP 3: Data collection
Duration: Month 5-12
WP-leader: Risø DTU will co-ordinate data collection, based on selected demonstration projects.
Description: Data for WP4 and WP5 will be collected in close collaboration with demonstration projects.
   
   
WP 4: Analyses of models for promotion schemes and ownership arrangements
Duration: Month 7-18
WP-leader: Risø DTU will develop a partial equilibrium model for the analysis. All partners will contribute in the analyses.
Description: Different combinations of promotion schemes and ownership arrangements will form different incentive-structures. Utilizing partial-equilibrium models and structural analysis methods, this WP will handle quantitative and qualitative analyses addressing key socio-economic criteria, among these an efficient deployment of fuel cells.
   
   
WP 5: Systems analyses on operational strategies
Duration: Month 7-18
WP-leader: EDF will model operational strategies in close collaboration with WP 4. All partners will contribute in the analyses.
Description: Operational strategies will be modeled with a simulation tool based on an energy balance approach. The analyses will be carried out for different systems configurations and assumptions on ownership and promotion scheme and will be closely coordinated with WP4.
   
   
WP 6: National Cases combining promotion scheme, ownership and operational strategy
Duration: Month 16-22
WP-leader: Simbiente conducts the national case studies, supported by partners.
Description: To make results comparable across the EU and gain insights from first hand experience, a number of selected national cases will be performed for the three participants’ home countries.
   
   
WP 7: Conclusions and Recommendations
Duration: Month 22-24
WP-leader: Risø DTU will elaborate recommendations in dialogue with all partners.
Description: Recommendations will address both the national and the EU level.
   
   
WP 8: Dissemination
Duration: Month 1-24
WP-leader: Simbiente is responsible for dissemination activities throughout the entire project; all project partners participate.
Description: Dissemination will include a project website, a half way stakeholder workshop and a final seminar. Scientific and popular articles will be published.
